NCA-related proposal to reduce technical operating facility
Deadline: March 4
Stations proposing to reduce their technical operating facilities that are participating in an NCA must:
- use Schedule B attached to FCC Form 383;
- file it through the Media Bureau’s Consolidated Database System online electronic form system;
- use FCC letter reference number 1001 to pass the pre-form on the CDBS of Form 383;
- deliver a copy to Nazifa Sawez, Federal Communications Commission, Room 2-A726, 445 12th Street, S.W., Washington, D.C. 20554.
Great Lakes Broadcasting Conference and Expo
Dates: March 7 to 8, Lansing, MI
The Michigan Association of Broadcasters Broadcast Conference and Expo will include a solid engineering track, including: DTV test and measurement; completing DTV coverage through on-channel and translator technologies; and cheap cures for the common station.

NCA pleading filing
Deadline: March 15
Those who object or wish to comment on stations in the first round of DTV channel elections that are participating in negotiated channel arrangements (NCAs) must by March 15:
- file their pleadings electronically using the commission’s Electronic Comment Filing System;
- serve the station with the pleading by express mail;
- deliver a copy of their pleadings to Nazifa Sawez, Federal Communications Commission, Room 2-A726, 445 12th Street, S.W., Washington, D.C., 20554;
- reference the NCA application file number and docket number 03-15 in the pleadings.
HDTV Summit
Date: March 15, Washington, D.C.
The Consumer Electronics Association-sponsored HDTV Summit, The Analog Cut-Off will be held March 15 at the Washington Convention Center. Registration opens at 7:30 a.m. Fred Upton (R-MI) chairman of the House Subcommittee on Telecommunications and the Internet will deliver the keynote.

Deadline: March 22
Proponents of NCAs may file replies to any pleadings by March 22. Reference the NCA application file number and docket number 3-15.
ATSC Digital VSB Seminar

Registration deadline: May 4
The Society of Broadcast Engineers will present Course I: Leadership — The Framework of People Skills in Indianapolis June 7 to 9. The course costs $545.

SBE sets deadline for 2004 annual awards
Deadline: May 31
The SBE has set a May 31 deadline to submit nominations for its annual awards. The society is seeking nominations for several categories, including Broadcast Engineer of the Year, Educator of the Year and the Technology Award.
